UPDATE: 20 September 2024
From 1 October 2024, the NZMCA will begin inspecting vehicles, that belong to NZMCA members and the Association’s commercial partners, under the Plumbers, Gasfitters and Drainlayers (Self-Contained Vehicles) Regulations 2023.
Vehicles certified by the NZMCA under NZS 5465:2001 prior to 1 October 2024 can still rely on the blue warrant card to remain members and access our parks or events, until the warrant card expires.
Vehicles certified under NZS 5465:2001 prior to 7 June 2024 (or 7 June 2023 for vehicles with portable toilets) can still rely on the blue warrant card to remain members, access NZMCA parks or events, until the warrant card expires; and can rely on the blue warrant card to freedom camp until it expires or 7 June 2025, whichever occurs first.
Vehicles with a fixed toilet certified under the new regulations will receive a 4-year green warrant card and the owner must pay the government’s $120 levy to the NZMCA prior to receiving the documents (100% of the levy payment is passed onto the new Regulator).
Members’ vehicles certified under the new regulations that have a portable toilet or a fixed toilet (but the vehicle is not used for freedom camping) will receive a 10-year yellow warrant card.
About 10% of NZMCA members own vehicles with portable toilets that cannot be certified under the new regulations, and we expect several members with fixed onboard toilets do not freedom camp and therefore have no desire to purchase the green warrant card. For these members, we have developed a new parallel certification system (yellow warrant cards) to accommodate them in the club – please read these 2-pages from Motor Caravanner magazine #365 explaining how this will work click here.

The new legislation addresses vehicle-based camping only. It does not regulate the use of tents for camping. The Act does not affect freedom camping on public conservation land, or the decisions made by the Department of Conservation. DOC can, if deemed necessary, restrict freedom camping in specific areas to certified vehicles with a fixed toilet.
The NZMCA will operate as a Certification Authority from 1 October 2024. From this date, all members must certify their vehicles under the new regulations when their vehicle is due for inspection or re-inspection.
During your inspection you’ll need to advise the vehicle inspector whether you want a green or yellow warrant card. The inspections we carry out for financial members will continue to remain a free member benefit[1], regardless of the type of onboard toilet.
The NZMCA’s general position on the Act
The NZMCA generally supports the intent of the Bill, including the requirement for fixed toilets under the new certification regime. However, we believe some aspects of the Bill should be improved to provide clearer outcomes...READ MORE
For members with portable toilets
If your certified vehicle has a portable toilet, you’re still welcome to remain a member of the club, access our parks and attend NZMCA events.... READ MORE
