Resource Management

The NZMCA supports the New Zealand Tourism Strategy 2015 and endeavours to take an active role in the sustainable development of tourism.

Our role:

The NZMCA works with councils and national government to develop and change legislation to foster the growth of motor caravan tourism throughout the country.

At a district and regional level, we lobby councils to install dump stations and help finance these projects as well as requesting designated independent overnight parking. We also participate in bylaw reviews regarding overnight stays in public places and reserves. In this way, we actively build the infrastructure to support not only domestic motor caravanning but international visitors too.

Nationally we are part of the Tourism Waste National Working Group convened by the Ministry for the Environment.  The focus of this group is to address waste disposal, infrastructure and education issues pertaining to tourism.  In addition, the NZMCA is involved in consultations on a number of planning and policy documents that relate to camping and motor caravanning.

Legislation that affects motor caravanning:

Camping Ground Regulations 1985
Resource Management Act 1991
Reserves Act 1987
Local Government Act 1974
Health Act 1974
Regional and Local District Plans
NZ Standards e.g. Self-containment; Noise
District Bylaws

Current legislative issues of interest:

  • Review of Camping Ground Regulations.
  • Policy for Independent Overnight Parking for Self-contained Motor Caravans.
  • Freedom camping policies.
